При сборке WebGL в консоли выводится следующая инфа о размере:

Reducing .NET library size
Unity supports two .NET API compatibility levels.: .NET 4.x and .NET Standard 2.0. The .NET Standard 2.0 restricts you to a smaller subset of the .NET API, which can help keep size down.

13мб у меня при .NET Standard 2.0

В пустом проекте у меня 9мб.
Но по этой самой ссылке https://docs.unity3d.com/Manual/ReducingFilesize.html у них указано 4мб на dll.

Это меня и удивляет.
Я понимаю, если бы у всех были изначально включены приведенные мной библиотеки, но это не так.

Такой размер может быть и по другим причинам. Возможно это из-за Player Settings
Здесь могла бы быть ваша реклама.

Все настройки, которые мы обсуждали выше и есть Player Settings.
Так что причины все еще не понятны.

4 МБ dll это старая картинка. не надо на нее ориентироваться
правильный вопрос - половина ответа. учитесь формулировать вопросы понятно.

Удаляй не нужные тебе DLL, а лучше сделай пост-процессинг для своего проекта чтобы после создания бандлов (sharedAssets.assets, resources.assets и т.д.) удалялись не нужные сборки из папки Managed
